Description:

Under the direction of the Country Director and Regional MERL Manager, Data Management & Analytics Officer will implement effective monitoring and evaluation tools to gather necessary data of all Small and Growing Businesses (SGBs) supported under Accelerate Prosperity (AP) to make accurate assessments and projections. He/she will be conducting full lifecycle analysis of the projects data to generate high quality M&E reports for compliance and donor reporting. He/she will also monitor performance and quality control plans to identify areas of improvement and will ensure that the projects carried out by Accelerate Prosperity in Tajikistan are designed and executed as per the parameters laid out in the Description of Action (DoA). He/she will be responsible for management of MERL processes for AP supported projects including data collection, data management, reporting, quality assurance and liaising with programme staff and implementing partners. He/she will also work collaboratively with the programme staff and finance team to design and employ effective performance management plans; develop project monitoring frameworks; and support MERL processes during project design and implementation.

Responsibilities:

  • Work with relevant program staff to develop/strengthen the M&E framework all planned interventions (defining activities, processes, inputs, outputs, outcomes, and associated indicators), plus contribute to annual reviews of the M&E Plan.

  • Review existing data gathered under the programme to assess if it can provide solid baseline information for follow-up assessment and identify gaps to be filled with respect to existing information.

  • Assist in establishing and managing systems to collect, analyze, and present programme data to evaluate performance and inform decision-making.

  • Oversee the design and implementation of data collection tools to be used for routine monitoring and support the team to turn data into information, information into insights, and insights into project decisions.

  • Contribute to the design and implementation of quantitative and qualitative studies, including baseline and follow-up surveys, to assess the achievement of programme outcomes, often with the support of externally hired consultants.

  • Prepare terms of reference (ToRs) for assessments and studies to be undertaken during program implementation where studies are to be outsourced and be responsible for the supervision and quality assurance of external assessments as required.

  • Develop, refine, and manage the process for regular reporting on findings and coordinate the dissemination of information.

  • Contribute to the management of day-to-day operations of the M&E system, including support of field staff in continued implementation of M&E tools and instruments.

  • Develop high quality projects progress reporting.

  • Identify the need for studies and operational research, program performance evaluations, and support programme teams and partners to conduct additional studies and operational research if and as needed.

  • Ensure the systematic collection, analysis, and reporting of routine data as per the overall M&E plan.

  • Ensure that a management information system (MIS) is finalized, in place and functional, thereby allowing data to be accessed in a simple way for purposes of reporting and programme improvement.

  • Contribute to the development of the M&E Plan for each donor proposal.

  • Support relationships, networks, and synergies within and outside AP Tajikistan to promote the use of information and evidence for strategic decision making.

  • Provide need-based training to project staff who are involved in project monitoring and reporting.



Requirements:

  • The incumbent should have a minimum of bachelor's degree in social sciences/development studies or economics with a research component and academic grounding in data analysis and research methodologies.

  • Five (5) years of experience in MERL and/or database management, preferably within a development organization and/or funded by foreign government donors.

  • Advanced research and analytical skills in the field of quantitative and qualitative data collection, analyzing and reporting.

  • Excellent knowledge of Microsoft Office suite and common statistical software programs.

  • Preferably skilled in the use of digital data collection platforms (Kobo Toolbox, Ona,), visualization tools, Power BI/Tableau, and Statistical Packages (SPSS, STATA).

  • Knowledge of database management programming languages is an advantage.

  • Knowledge of result-based management approach for project design, implementation, and reporting

  • Fluency in Tajik, English and Russian languages.
